This is just the board for the ANO encoder, the encoder is NOT included!
There are no pull-up or pull-down resistors on this board, and of course you'll need to solder the encoder to the breakout. Then use the button and encoder library/hardware support of your microcontroller to connect the pins.
You need a total of 7 GPIO: 5 buttons and 2 encoder pins. There are also two COMmon pins that you can set to ground or VCC - usually ground, so you can use the microcontroller's internal pull-ups for the buttons/encoders. To simplify the wiring, our example code uses GPIO for the COM pins and then sets them to outputs, but you can also wire them directly.

Light comes into the dark with Adafruit NeoPixel

Adafruit Feather Boards: Powerful hardware in a compact format
With Adafruit Feather, the hardware specialist from the States also has various powerful development boards in its range, which are essentially equivalent to an Arduino in terms of function. All of these boards are equipped with similar features; among other things, the pin assignment is the same and there are also many parallels when it comes to the microcontrollers and the battery charging properties.
